You could always ditch Skype and go for something like Oztell.

Cost would depend on your call mix, but for calls to the major capital 
cities, cheaper than Skype (flat 12c for the first hour), and only slightly 
more expensive elsewhere (by about 10% I think).  But let's say $10/month 
still.

BUT you can ditch the incoming line, as Oztell comes with a PSTN number for 
inbound calls, if you select the right package.  Save $20/month :-)
