I don't speak for Ben, obviously, but I suspect that building in some
defences against those wish to abuse, rather than simply use the network
in a considerate manner, would be a good idea.

Some kind of network karma thing might be appropriate.  But that implies
people authenticating and identifying themselves somehow (mind you, those
could just be aliases/nyms, which might be more palatable).

This is one of those "learn from the mistakes of the Internet builders",
methinks.  Spam, DoS et al.  We have a chance to do something a little
better...
