Come on Steve, 802.11 isn't the only mode. Even just a plain old 
carrier, so long as it is identified
every 10 minutes with a valid callsign (in morse) is permitted at 120W 
into *any antenna*, there called
beacons! And yes, EMR (not EMC as i thought) is required to be adhered to.
