Most definitely, agree 100%.

We are also governed  but regs that  stipulate things like exposure 
levels and distances  etc.

I have had RF burns from my 100W 80m signal when the ends of the wire 
dipole pierced
my skin when I was tuning it...I got out of sequence from... TX, Measure 
VSWR, Stop TX,
Trim Antenna......TX, Measure VSWR, Stop TX,Trim Antenna...I forgot to 
Stop TX one time
