they don't and they can't. each member of a amateur club has their own license.

each person is responsible for what they do.

which is a better model, IMHO, because each license holder knows what
they can and can't do and what the consequences are, as part of getting
the license.

yes amateurs have problems with interference and there is a fair bit of
peer pressure to fall into line. but at the end of the day if there is
a real problem thats what the ACMA is for.[1]

there is no duty of care attached to the ISM band license that punters
understand when buying consumer electronics, so they just don't.

amateur radio operators will tell each other you have parasitics or
harmonics coming off your signal and they fix their gear.
commercials only seem to fix things when they actually stop working
or get the ACMA on their case.[2]

[1] this has been exercised locally recently, where a commercial pager
    was killing the entire 2 meter band.
[2] in my experience.
