Using Squid accounting is only half the story.  You need to collect stats
about all traffic and this can only be done in the kernel.

A quick look around Google found this useful (albeit a bit old) article on
fine grained IP accounting in Linux.  Presumably it'll work on any Linux
device (including embedded Wifi type boxes) with IP accounting turned on
in the kernel along with the iptables and ipfwdam utilities.
