Even if they were, they might even be legal here.
1/2 of the 900 Mhz spectrum is allocated to mobile phones
and if you put a high power transmitter on that, your
going to upset someone that knows how to find you
and knows the ACA's phone number.
The 900 Mhz kit I have will do 40 miles (65km) in the US
and it does about 2 km in the urban areas here due to
differences in the rules.
Where this sort of gear is very useful is in rural areas where you
can get a license to bust the 1 W EIRP limit.
