It took them 3 months to get mine done.  Maybe there is a secret
membership committee that has to decide your fate while consuming
beer.  It could be they update them when they print out the next
bunch of cards which doesn't happen every day.

Would it make sense to run the report to get a list of expired and
soon to be expireing member a few days before the meeting?  Then
people could pay at the meetings?  After all I would hate for my
membership to lapse for too long.
