Hello,

A hosts file would be a very inefficient way to perform this task. 

All you need to do is have wireless network hosted DNS servers (they need
only be caching) which are also on the Internet most of time. I'd say
that for each given cluster of interconnected wireless nodes, it'd almost
impossible for none of the nodes to have a permanently on Internet
connection, in this day and age.
