If the mast is lower that 13.8m no planning permit is reqd for the structure
or antennas, only if for "amateur radio applications"
If above 13.8m then a planning permit IS reqd

A building permit is reqd if you are outside the specs you quoted
Is it a telo type mast, then Hills Industries should have the specs you req.
ask them for the specs for submission to council, prior to you "purchasing"
one from them.
In fact council is not reqd to be involved, a third party contractor can
issue the permit.

The easy solution..... Sit for your ham ticket, pass the exam and smile next
time they come around
