[MLB-WIRELESS] How do you driv ethis 8[@@])7 registration page

I'm trying to fill in this useless registration page.
I am entering in the longitude and latitude as displayed on my GPS but 
it keeps saying that it doesn't appear to be in victoria.
What is it looking for? what format?  where is the sample or the help?
The longditude and lat can be positive or negative noth or south, 
decimal or minutes.
It gives an example on how to write a web URL like, hello, that is not 
mandatory.
What really pisses me off is that is erases every thing I put in and 
lets me start again.
