Yes - James Haseu mentions this in our discussion on the Quagga list:

I'm thinking that in the early stages, we can afford to give out AS
numbers to whoever needs them, then later on encourage smaller AS's to
merge into larger ones.

That's something I'm going to read up on myself - although I have a
feeling it's just connected neighbours that need to be specified.

I certainly favour simple.  Any plan we come up with needs to be thought
about in terms of how easy it is for the average node-owner to
configure.  My understanding of RIP2 is that it has neither the
stability or the scalability required by our network in it's fully
connected state.  That's not to say that regional AS's can't run RIP2
internally.
