Allows you to connect to your remote RS232 DTE using Telnet or even 
Hyperterm but no good if you need a special app to talk to it.

Or maybe this?  Not Free!

This one can be run as client or server and converts TCPIP/Serial in 
either direction.  If you run the server on the remote machine, the 
client on the local machine and connect Com1 and Com2 with a null modem 
cable, a special application for your DTE won't even know it's not 
connected to the real thing.  (No tricking required!!!)
