Yes, ditch your current ISP, and take on a permanent modem connection. I used Telstra Bigpond Direct from 1998 - 2002 as a permanent connection with static IP assigned. (I now use an ADSL connection via TPG).
Telstra's Bigpond direct cost me as little as $20 p/m (56k) with very low backchannel charges.

I grappled with the same problem back in '98 and I found that a perm modem connection saved me a lot of money, and I didn't have the 3-4 hour disconnect! The drawback is you will need a dedicated line. I now offset this cost using ADSL, which is still a perm connection, but doesn't need a dedicated line. The total monthly charges are roughly similar, if not weighing a little heavier with adsl.

Sorry for the noob and slightly off camber q.
Running redhat, i have my machine dialing up my isp for 56k internet, which works fine. but it has a 4 hour cut off, i want to automatically re connect upon disconnection.
any ideas or help ?
