I would take this to read ch. 1-9 = 4W, ch 10-13 = 200mW.

Hmm, I thought they lifted the 200 mW segment to 4W a few months back.

nothing is said anywhere about the range 2.4835 - 2.500 GHz.... which is
where 
ch 14 resides... so perhaps ch 14 is not permitted in Australia???
