then a hacked wap-11 won't make much difference.  dlink at 19dBm (approx
80mW at a guess) vs. hacked wap-11 at 20dBm (100mW).

try a 200mW PCMCIA card (e.g. from demarc or senao - mucho $$$$) or, if
you have money to spare, demarc make 250mW and 500mW access points,
starting from around $600 USD IIRC.
