You could do it with two balloons and permits for extra power (though in
such a shared band, I don't like your chances there).

Next challenge is the balloons will be fairly close to the busiest flight
path in the country, and they will need to be tethered (Hrmm, wouldn't like
to be on QF401 is it strayed off course.... ;) ), or have their own means of
propulsion (solar powered motors maybe?) to keep more or less on station
(and that's even when faced with a jet stream of over 100 knots).

Yes, I think the aviation authorities would have a thing or two to say about
the idea, as it could play havoc with air safety...
