ISP's are classified as a CSP (carriage service provider), not as a
Carrier. Some ISP's (such as Alphalink) have chosen to become Carriers,
and have stricter regulations to adhere to than a normal ISP (CSP).
For those who are bored http://www.aca.gov.au/licence/carrier_index.htm
has plenty of info on Carrier and CSP obligations.
