Members of the community at large? I think they mean the public.
Community-oriented group? I think they mean community group.

Melbourne Wireless is a community group providing a public wireless
computer network in your suburb. It's free to connect, and uses low-cost
computer equipment. A public node is already (let's not make promises we
may not be able to fulfil and say "will soon be") in your area.

See the first par. LMR-400 isn't available off the shelf from computer
stores. N-type crimps are not available off the shelf from computer
stores. Pigtails are not available off the shelf from computer stores.
The nous to set up a computer for an external wifi connection is not
avialable off the shelf from computer stores.
Let's be careful about what we claim. Wifi still is not cheap. It's
cheaper than it was 12 months ago, but not cheap.

If you would like to be a part of the network ... people can make up
their own minds if it's "exciting" or not. We'd direct people to a
monthly meeting, right?
