[MLB-WIRELESS] Last mile solution

Just spoken to a bod in Alston's office.
The determination is a Starbucks ruling: effectively ISPs are allowed to
create wireless hotspots, no more. It appears the legislation *has not* been
broadened to allow wireless as a last-mile solution.
