It's not a case of 'allowing'.
It's more a case of setting a port forward from the gw to the machine
running mIRC then setting mIRC up to use that specific port/port range for
DCC file transfers.
You wouldn't have to do this if you used a router/routing software that
wasn't made of cheese.
