While peering of multiple proxy servers is definately useful, if too
many peer with each other, it can reduce performance which may cause
pages to take longer to load.

But peering is still a good idea. Alot of ISP's have already done alot
of work on large scale peering. Both SAIX and WAIX have done some good
things.
