Stewart Taggart The thorniest issue now facing Australia's hobbyist 802.11
wireless networks is whether they'll need a telecommunications "carrier
license" to connect users to the Internet.
Using 802.11 wireless technology, hobbyists these days can access community
networks without attracting regulatory attention, as long as data traffic
stays within the network. But once any member of the group gains access to
the Internet using the technology - regulatory issues start popping out like
a jack in the box.
Under Australia's 1997 Telecommunications Act, a telecommunications carrier
license is required for those operating a "network unit" (i.e. a piece of
transmission hardware) to provide "carriage services" (i.e. data
transmission) to the "public" (i.e. those outside one's "immediate circle")
on a "commercial" basis (you guessed it: for money).
