Time really is of the essence, my suggestion is that the following timeline
must be implemented:

	Mon 6th May - First public draft release
	Mon 13th May - Second public draft release
	Fri 17th May - Final draft ready for submission
	Mon 20th May - Submission to actually occur
	Wed 22nd May - Submission period closes
