Do the 14 channels all work at once?

I have a Compaq document that shows the following table...
(excuse my ASCII-art attempt (looks ok in plain text))

There was also another that showed that the Japanese card output was
about a tenth of the FCC (10mw in .JP from memory)

I think it might be nice (albiet illegal) to have a card that used CH14
but not if it ran at a tenth of the output.  (please don't flame me
Hams)

As near as I can see you already have access to the "good" cards with
the extra 2 channels Joris.
