My personal preference would be to have specific and equal committees 
with defined purviews and powers - one committee for addressing and 
routing, one for community liaison etc.  each answerable to the 
melbwireless community and each other, but no central politburo 
running the whole thing.

Au contraire, I think motivation and empowerment is central to the group.

In which case, I think you could organise a group of Sunbury 
residents, businesses, schools etc, constituted however you see fit, 
and liaise with the appropriate melbwireless committees for routing 
etc.

Although it can be argued that the broader melbwireless community 
also benefits from being able to link to the Sunbury residents.
