This doesn't however draw much attention to the benefits (apart from a
general 'cheap broadband' sentiment).
The value proposition for the council? If we study their community
projects grants guidelines -
http://www.yarracity.vic.gov.au/other/cggui22.pdf - then we see
(although it is too late to make an application, closing date was
yesterday) that this project could be characterised as supporting
objectives (a) & (d), possibly also (c) and (e). In essence, a community
telecommunications network strengthens ties between Yarra Council
residents, and results in a stronger community. The volunteer management
of local infrastructure builds and spreads skills and training, and the
open nature of the network means that by merely providing access to
council facilities such as clock towers, the council is assisting to
deliver a community wide service.
Interestingly enough, pg. 9 of the Yarra Council annual report refers to
a "high speed radio network providing computer data links between major
Yarra facilities".
