Don't take this as sacastic, but.. which organisations? We talking 
companies? regulatory bodies? Got any names, just that without any 
names it sounds a bit paranoid to use words like swarming and 
monitoring.

How do they monitor? Short of someone offering full scale net access 
through melbwireless I can't see em going to the trouble (IMHO) of 
cracking down on a couple of guys sharing cable, or even being able to 
track down people doing this, if its encrypted then it would look the 
same as any other traffic. But hey, I've got no experience with the ACA.
