You could try some of those cybercafes to see if theyre interested in
connecting... (just an idea)

You could investigate the experimental Traffic Shaper in the linux kernel,
i dont know how to use it yet but i have seen it there...

how would this be done? something like the bonding driver in linux except
for different machines rather than network interfaces?
