George,

polarisation mismatch between vertical (or horizontal) and circular will 
cost you around 3dB (give or take another 3dB or so depending on exact 
details of the 'circular' polarisation, and how truly 'linear' the 
linear polarisation is).. For a good introduction to antenna field 
patterns and other considerations, have a look at the easy reading

For the result quoted above, see the excellent detail at 
http://www.qsl.net/n9zia/cir_pol_rpt.html (the Green Bay radio guys are 
great). The loss is never going to be as much as 30dB though.
