[MLB-WIRELESS] Need details on 802.11a outdoors...

I've been talking to a number of members of parliament about Melbourne Wireless Inc and general 802.11 laws etc, and the matter of using 802.11a outdoors was raised... I informed the member in question that 802.11a was illegal to use outdoors under the current rules... We had a quick discussion why this was so, and I've been asked to write up a quick report on why 802.11a should be allowed to be used outdoors, and what the exact details are....
I'm kinda pushed for time at the moment, so I was wondering if I could get you guys to find some details for me....
1) What is the frequency range of 802.11a equipment?
2) What is the allowed 5Ghz frequency range for outdoors?
3) What is around the 802.11a frequency range?
4) What is the ACA regulation showing this? (Act & section number or URL would help)
Please reply to the list, as I'm going to formulate my response based on everyone's input...
Thanks in advance - hopefully we can get 802.11a approved for outdoors use! :)
