[MLB-WIRELESS] RH 7.3 AP on nodeFPY

I am having problems using telnetd on this node from nodeCBD.
I can ping nodeFPY from nodeCBD
I have updated 
/etc/xinetd.d/telnet
from disable = yes to disable = nothen restarted xinetd with /etc/rc.d/init.d/xinetd restart.
but still can't telnet to FPY from CBD.
I gave up and then installed webmin on FPY, but still can't
