The max "Specific Rate of Absorption" on the Human body occurs around the
20-40Mhz rannge.
The effect at 900, 1800, 2.4Ghz is much the same, around 0.08W/kg per mW/cm
sq
At 0.08W/kg - is 50 times safety factor above the allowed public exposure to
RF.

I would be care full here you are comparing proverbial apples and
oranges.
The frequencies used in GSM (900, 1800 Mhz) and the 2.4gHz range have
different absorption rates. As you will be aware you are 80% water.
If you assume a 100% absoption for 2.4Ghz and a 10% absorption for
900, and 1800 this would cause a 600mw mobile to provide only twice the
absorbable radiation as the 30mw 2.4 Ghz device.
Note these numbers are crap, but we use 2.4 Ghz or there abouts in ovens,
we do this because it is absorbed.
The method of absorption is also an issue, you may find one more
dangerous
than the other.
Would I use a 35mw 2.4Ghz wireless headset NO!!!!!!!!!!!
