You might get 80 - 90% in a full duplex switched setup. Wired ethernet
(shared) is best under 15 - 20 % utilization.

 Are these wireless cards full duplex or half duplex?

Where does 18% come from. I seem to remember it to be more around the 80%
to
90% mark for wired Ethernet.
