I think it's a case of what you do with the information obtained.  If it's
broadcast in the clear, you can monitor it - same rule as applies to
scanners.  I suspect even passive packet sniffing is OK, provided you don't
use (e.g. to crack or "steal" Internet access) or divulge the information
gained to others.
