Not quite. Telstra took over the running of the original AARNET, which
was the Australian Internet backbone, while AARNET (the organisation) went
on to build AARNET2 (the network) to service the universities.
AUNIC were allocated a large block of net 203 (all of it?), which they had
managed to hand out completely. Of course, Telstra did get a large chunk
of that, from which they are still handing out blocks to wholesale
customers.
Remember, IP address space is not a saleable commodity. Buying something
is different to paying for the priviledge of using it... ;)
