There is a very similar example here:
http://www.seattlewireless.net/index.cgi/IpAllocationProposal
but breaks it down further with node definition. A Melbourne node
definition should be set up.

consume has a similar system, the list maintainer updates the file
as folks request a new network range.
for example you could choose for the wireless client access by dhcp;
%10.91.0.0/16 - central melbourne,
10.91.1.0/24 - bob's wireless nets
%10.92.0.0/16 - northern suburbs,
%10.93.0.0/16 - eastern suburbs,
%10.94.0.0/16 - western suburbs,
%10.95.0.0/16 - geelong and suburbs,
%10.101.0.0/16 - sydney ...
%10.111.0.0/16 - canberra ...
%10.121.0.0/16 - adelaide ...
and for VPN transport/tunnels/backend networks
%172.21.0.0/16 - central melbourne,
172.21.1.0/28 - bob's VPN and tunnels to other servers
%172.22.0.0/16 - northern suburbs,
%172.23.0.0/16 - eastern suburbs,
%172.24.0.0/16 - western suburbs,
%172.25.0.0/16 - geelong and suburbs,
but its entirely up to you... its a good place to start,
especially if one or two people start to admin the list of IPs
and networks... you need to keep it consistent.
