Not necessarily. Remember that EIRP = RF power * total antenna/feedline
gain(loss).
With a 100 mW Tx, you can only have 3dB gain before you hit 200 mW EIRP,
which is slightly more than a simple dipole offers. To get to 4W EIRP
requires 16dB in the antenna system, so you can see there is a big and
practical difference.
