There are a number of residential gateways with in-built modems.
These include:
Lucent/Orinoco Residential Gateway (RG1000)

Some also have a serial port that allow connection to a external modem.

Don't fully understand the need for two units and this does potentially
cause issues, especially with the residential gateways.
