[kernel-xen] Plans for migration to kernel 4.9 in repos

Hi all,

At this stage, the plan is to publish 4.9.17 to the main repos when it 
is released and continue with the 4.9 longterm tree from this point 
forward.

Current steps:
4.9.15 - currently in the -testing repos. Contains a manually backported 
patch.
4.9.16 - backported patch expected to be mainlined. Will remain in the 
-testing repos.
4.9.17 - First release into el6 & el7 main repo. 4.4.x will not be 
updated beyond this point.

Keeping with the current trend of having 3 previous kernels in the repo 
at any one time, the last 4.4 build will be present in the repo until 
4.9.20 gets pushed to the main repos.
