[kernel-xen] Beta testing new regional mirror selection system

Hi all,
kernel-xen-release has been updated to use the new metalink structure - which
brings in several new mirrors in multi-regional hosting platforms. This adds
several gigabits worth of bandwidth for the repositories.
The release kernel-xen-release-6-13 and kernel-xen-release-7-13 for EL6 and
EL7 respectively.
Please update this package on your systems to activate the new mirror system.
If you find any problems, please contact me either on list or off list.
